No. They'll just put us all on some super pill that will stop our cycles unless the state says we're cleared to have another baby. Much cheaper, and more "green."
Women who have periods might go out and get pregnant and give birth to another little eco-terrorist or something.

The irony of mandatory planet-saving hormonal birth control for humans harming the fish and other aquatic lifeforms, not to mention mammals who drink the water including human males, will be totally unnoticed.
